How fast should A13 5G be charging? It seems slow at only 10.3 watts into the battery.

With Fast Charging enabled on my Galaxy A13 5G (US/Total Wireless/Verizon) and a supposedly-good 30 Watt PD/PPS charger (https://www.amazon.com/gp/product/B09K7HQ87W) , I am getting only 2.543 Amps * 4.057 Volts = 10.3 Watts going into the battery according to AccuBattery app, although I understand that there is some inefficiency and so that will be less than the wattage going into the usb-c port from the charging cable.

Why so slow?  How can I get it to charge faster?  How "fast" is "fast charging"  *supposed*  to be?

What should the maximum charging rate be? 

Also what voltage should the charger negotiate: 9 volts?  I don't have a meter to measure it.
