I turn off wifi and have to reboot phone every time to connect

Try putting you device into safe mode and see if you have the same issues. If you don't then id recommend clearing the caches of all your apps. Also in your apps id look for Android Webview, if you find it click on it and click the 3 dots and uninstall updates. This app was an update from google and has been causing issues with a lot of devices across the board. You cloud also back up your data and try Factory Resetting the device as a last resort.

 

If none of that works. Id recommend contacting a Samsung Experience store or a Ubreakifix and make an appointment to have diagnostics or a repair done on your device.  If you have no physical damage or water damage to your device this should be IW due to it being a software or possibly a board replacement due to Software.
