Phone thinks battery saving is on

Hi. For some reason my phone thinks battery saving Is on. I asked Google Assistant and it turned it off still black lock screen, and cannot turn on dark mode! Please help

Hey there! I can certainly understand how frustrating it can be when you can't get a feature to do what you want! Let's try to get these working for you. 

Here are the steps to turn off the power save mode:

From the home screen, choose Apps.
Choose Settings.
Choose Battery.
Choose the power saving mode you'd like.
Select the switch to turn it on or off.

And below are the steps to turn on dark mode:

Open Settings, tap Display, and then tap Dark Mode Settings. 

If you've tried these and your device is still stuck in power saving mode I would suggest having a certified technician take a look at the device!
