Buying a new phone isn't a solution. You don't just buy new products everytime a product malfunctions. In almost all issues, the problem is likely caused by a third party app. She wants to troubleshoot the problem, not get a sales pitch.
Can you explain what error message you receive, if any. Have you installed a third party camera or gallery app? Are all you apps that use camera and file permissions updated?
