I received a WEA on one of my other phones with the same carrier but then I realized that every single time that phone went off my Samsung never did and I have all WEA modes turned on including State And Local Test but all my Samsung phones don't activate

I think you may have to enable the sound or vibration yourself if that's what you're talking about.
If we're talking about the same thing, follow this path to enable vibration/sound for WEA.
Settings>Sounds and Vibration>System Sound/Vibration Control>Emergency Tone>Alert
