the phone is not working

I have an A5 2017.  The telephone in it is not working.  it dials but does not connect.  also all incoming calls go straight to voice mail although the phone is switched on.  if I go to telephone, settings, more settings, show my caller ID does not turn on. I get a message saying that Quote Failed to read data.  Something went wrong. Check your SIM card or network connection, then try again Unquote.  Sim is inserted and working.  Everything else in the phone is working.  The problem is only with the phone.  What do I do?  I tried everything possible to make it work but failed.  I did a complete phone reset to factory defaults, still not working.  I am trying to remove the phone app and reinstall it again but I do not know how to do that.  The samsung phone app is not available in galaxy apps nor in playstore.  Can anyone help?  Thanks.  David,   <hidden>.
