Apple TV shows no support for 4k when connected to my Samsung QN85BA 85

I have tried the following things - 

Complete power cycle of all devices (powered off for 30 minutes)

Disconnected everything from the TV except the Apple TV

Brand new certified 8k 48GBps HDMI cable

All software up to date on both devices

Factory reset on the Apple TV 4k

Still will not show any resolution higher than 1080p 60

Please check and see if you are connected to the Hdmi 2.1 port

All 4 HDMI ports on the 2022 QN85B are HDMI 2.1

Did you check all the Hdmi settings to make sure input signal plus is enabled

Also open the settings on the TV and go to source option and go to the connection guide and try to add the Apple TV

Signal plus is enabled and I used the connection guide and troubleshooter.  The TV accurately detects the Apple TV, it is just not allowing a 4k connection.

I also tried setting the Apple TV to RGB and setting the HDMI Black Level to Normal as that has been known to cause issues with Samsung TV's and 4K HDMI negotiations with Apple TV's in past years.

Turn on the Apple TV and look for 4k certified movie and see if the display changes

It does not.  I have even made sure I was using a movie that was 4k HDR but not Dolby Vision.

If you open device care and run the diagnostic test, does everything pass
