I have noticed when launching the YouTube App that after the first frame of animation when UI loads that my screen sometimes flickers once. Sometimes I do not notice this at all and it happens randomly. Is this normal?

Then most likely it might be. I'd also suggest maybe seeking out to a samsung costumer support

Yes but I am experiencing this issue on YouTube App on the TV itself. Would having external devices plugged in cause this?

They shouldn't because if you have any Gaming consoles plugged in through HDMI the TV does A special game mode(if your TV supports it). So I don't think it's that. Have you tried resetting the tv?

I have done a factory reset but the YouTube App will still flicker on startup sometimes.

The YouTube App is the latest version and I think the flicker may be a side effect or a glitch in the software. I can't say for sure but I usually use my Xbox One for YouTube and it doesn't have this problem.
