using Airplay2 without internet

Is it possible to use Airplay between an iDevice and my Samsuing Q80r without an active internet connection?

Both devices are on the same wireless network, but that network is shielded from the outside world for security reasons.

My TV doesn't even have the Airplay option in the menu, even though the specification shows it should have it.

You will need the internet connection to at least download any updates, and possible the AirPlay app to the television. I believe you will also need the internet connection to run the app, but i would check with Apple support to verify this.
