Just one of the areasJust one of the areas

I have a 75 inch Q90R.  On certain scenes such as sky when panning I can see what seems like darker parts that don't match the rest of the scene.  Kind of like looking through a diety window.  It's visible in the above picture.  It's always in the same locations.  Samsung came out and changed the panel but the problem persists.  The pattern did change with the new panel.  The next time they said that's just how it is.  Is this a known thing that this type of TV has?  Does anyone know what it is I'm seeing?

It's dirty screen effect.  Every LCD TV has it to some degree.  You will find some better and some worse, but all have it.  You can try bleaching it out some by tweaking your picture settings.  Contrast should be at 100%, local dimming on high, contrast enhancer on low or high (not off).  If you switch to OLED, then banding becomes the common problem.  You won't find a perfect TV.  They don't exist.
