Qled and Frame

Had my panel replaced due to bad DSE and vertical banding.  My new panel is only slightly better but now I have this issue to deal with.  What a crappy TV, can't believe i paid 2800 for this thing.   If you look around these issues are widespread.  Samsung just stays silent on all these issues.

 

I'm running the latest US fw 1406, and have tried every setting imaginable.  It even happens outside of game mode which we now has its own issue.  Samsung support please acknowledge this and provide some guidence.  Is this a hardware or FW issue?  Do i need to have  another panel replaced?
