For a great long while, for a few years really, Samsung Device users were unable to utilize Google Phone & Google Contacts. I loved them using them and then at some point Samsung wouldn't allow Google to download these apps on the device.

But alas, once great things removed, have no been added to allowable. On Google Play Store, now instead of there being no Install Button, or a scary message, "Your version isn't compatible with your device." Now we can use these apps again.
So Beta Team, what changed? 
Why can we now use these once blacklisted apps?

It was Google that didn't allow the download, not Samsung and it wasn't just Samsung phones they couldn't be used on. Google made these apps available to most a few months ago.

What? Samsung has no say in what Google does with its apps. The apps you are talking about were only just recently enabled by Google for non - Pixel devices.
