Cannot change layout in Gallery app??

Gallery -> Albums
When there is ONLY ONE folder(or album) in gallery, I cannot pinch in/out to change the layout of the album. I can do that in One UI 4. 

It works fine when I have at least two folders.
Is this a bug or intended to be this way?

Open the album and swipe right. Not sure if this will work, I have an excessive amount of albums.
