Change Camera cutout not available?

I've tried the recommended method to cover the camera cutout on my S22 ultra but it's not working. I've gone into camera cutout and selected hide camera cutout but the notch is still there. Anyone else having this issue?

Go into developer mode and change the notch to have the black bar over the notch and it will disappear

That's for when those apps are open not a permanent thing. As mentioned you have to go into dev settings.

I opened the apps I turned the cutout off for but it's still there

Hiding notch functions in developer mode seem not to work properly.

Looks like it.  I tested it out myself finally and they do not work.
