Data Showing while on Wifi?

Should the data icon be showing when on wifi? I don't recall this being the case. Every once in a while I catch it on and it disappears shortly after. 

I do not have the setting for data handoff enabled in wifi settings.

Wi-Fi and mobile data are shown to be active at the same time when Wi-Fi connection becomes weak. Even though the network automatically switches to the mobile data, only one of them is active at a time.

@USBetaModerator Understood but that's clearly not the case. I have full strength wifi and am sitting right across from my access point.
