Unfamiliar settings screen appeared while attempting Wi-Fi connection

While trying to connect to a public wifi network provided by my cable provider I encountered this unfamiliar settings screen for the first time. I am assuming that it's new to Android 13 and One UI 5.

Where do I find any instructions for the settings here?
