I don't think you can unless you have an eSIM since beta updates seem to be tied to your IMEI and model number, or at least use your IMEI number in some way.
I got One UI Beta 4 when it came out on my S20 without having service or sim card in it, was unlocked bought thru Samsung... usually the IMEI and the model number are already tied to the phone but whichever carrier you get will be updated on their systems once you get a sim and activate, but no IMEI numbers are phone specific every phone has one set automatically and if you have a SIM you have a second one automatically tied to the phone.. you should still get updates no problem just in my experience
