Why allow joining Beta despite being on Verizon?

Hello, I have a Watch 6 Classic on Verizon (LTE) and I joined the Beta but didn't get any update, I was able to download the Wearable Beta though. 

Why let users that's not on T-Mobile join the Beta despite not going to get the update anyways?

This happened to me on the Watch Ultra too. It should not show up if you don't have a LTE model that is not on TMOBILE.

It does say Tmobile or BT!
