Bixby says not available in my country, but i live in the U.S.

i recently got an update to my S9+ and bixby voice has this wierd new opening animation, after the animation completes it says "bixby voice not available in your country" but i live in the U.S. shouldnt bixby voice work? (btw this was an android update, not a bixby update"
