Samsung Apps and ServicesI am sorry to hear that your camera is only able to scan QR codes at .6, and can understand how annoying it can be. Have you tried clearing the Camera app's cache and data? Simply navigate to Settings > Apps > scroll and find the Camera app > tap it > tap Storage & cache > tap the options to clear cache and storage/data.
If that doesn't improve the behavior, there may be a third-party application to blame. Use Safe Mode to see if this is the case: https://www.samsung.com/us/support/answer/ANS00062983/
