• Notifications from selected apps won't be deleted, even if the Clear button of the quick panel is tapped.

NOTE: This only prevents notifications from being cleared by pressing the Clear Button on the Notification Panel. You will still be able to clear the notification by swiping.

It's sad we need apps like this to fix something that Samsung took away.. reminds me of some one else that does the same thing....microsoft

What did Samsung take away? If you're referring to all notifications (including formerly persistent ones) being cleared with the CLEAR button, that was a Google requirement that Samsung had to implement. Samsung developed a workaround and provided it in NotiStar.

In this case, yes. Google can dictate what OEMs who license Android can do, because it's their OS.

Although Good Lock is not made directly by Samsung. It was developed by Good Lock Labs, a company that works in partnership with Samsung. 

Good Lock provides customization and tweaking options for Samsung Galaxy devices.
