How to "Block pairing requests"

I have been trying to block my neighbors instinct 2 from sending pairing requests for some time now and can't figure it out. 

Whenever I go to the advanced settings for bluetooth then block pairing requests it just says "No items" and "pairing requests from the devices below will be blocked" with no option to block, even when the notification is on my screen.

I have tried looking this up and can't find any instructions. Help would be very appreciated.
