Is there a way to turn off emergency contacts on the lock screen?

Recently, I've been walking with my phone in my pocket and it rubs against my leg, and just today it dialed 911. Is there a way? Thanks in advance.

@Podlesak To answer the question in the title of your post, in the US, there is no way to disable the ability to call 911. Even pulling the SIM card won't stop it. 

To prevent such things from happening in your pocket, make sure that you have Accidental touch protection enabled.
