Message Blocking Is Active

Hello so my brother has a phone that will not send messages. He can receive messages but when he sends one he is prompted with a message saying "free message, message Blocking is active". how do we stop this and why is it happening

Usually happens when you're texting a phone that's "turned off" by their carrier or when your phone is "turned off" by the carrier
