Must Galaxy User Opt-In for SmartTag2 Reporting?

I read somewhere that for a Galaxy phone to report the location of a SmartTag, the phone owner must opt in to this service. Is that true, or does it default to "enabled" when one activates the phone? If necessary to opt in, does that mean the phone owner must download the Smart Things app? I understand that this opt-in requirement changed recently; is that true? Thank you.

@abasaw1357 You will need the SmartThings app to use the SmartTag2. You will need to opt into the service to use it.

I wasn't clear, so let me explain. Detections are made when an anonymous galaxy phone detects the tag via Bluetooth and then reports it to the SmartThings network. My question is: Does that anonymous phone user need to download the SmartThings app and/or opt in?

In think the opt in for nearby devices covers it. No need for that device to be using SmartThings.
