Is your Device unlocked or through a carrier?

Wi-fi calling is based on your Carrier, and is not always available to unlocked devices. You will need to reach out to them to know whether its available for your device.

@SamsungColeis correct - this is a carrier thing.  The carrier will push the software to your device if the service is available to you.
