Samsung Apps and Services@razorback32 This is not something that is normal, nor built into the Samsung software. This is caused by some 3rd party app that you have installed. You will need to remove that 3rd party app, or if the developers were nice, change the settings in that 3rd party app to stop the popups.

Samsung Apps and ServicesGood afternoon razorback32,
To add to @LongHiker post, boot your device in Safe Mode. This will disable all third-party apps you have downloaded from running in the background. If the pop-ups doesn't occur in this mode, then it's recommended to delete apps starting with the most recent.
Boot in Safe Mode:
1. Hold the side/power button until the power menu appears.
2. Touch and hold the "Power off" icon on the screen.
3. Tap the "Safe mode" icon when it appears.
4. The phone will restart, and "Safe mode" will appear at the bottom of the screen
How to Exit Safe Mode:
- Restart: Simply restart your phone normally.
- Notification: Swipe down the notification panel and tap the "Safe mode is on" notification to turn it off.
You can also use this link here for more guidance on Safe Mode: https://www.samsung.com/us/support/answer/ANS10003495/
Let me know if this helps! ๐
