Is it common for Samsung to lose a phone and make the customer pay for their mistake?

Samsung received a sealed undamaged box with 2 phones in it but claimed they only recevied one and now what to charge me for it. My wife has been chatting with customer service but they have been no help for over a week. I was wondering what I should do. Any information would help. Thank you!
