After new update to Samsung Notes it no longer syncs from Phone to Samsung Laptop.

I have a Samsung Galaxy Flex and the notes app is version 220.127.116.11 and my Samsung TabS7's version is 4.3.00.58 along with my Samsung Note 10+. Microsoft is not showing an update for the Notes app and Google play keeps saying it's install already on my laptop. Here's the issue the laptop will not sync with the notes I have on my phone or tablet. Anyone have any ideas on how I can fix this?
