There is no setting to disable the robotic voice that reads any highlighted text on the PC version of Samsung Notes. Either a setting should be exposed, or the tts should be removed entirely. 

It makes working on private notes using the pc version a chore.

Check to see if you have "windows narrator" enabled in PC settings

You could also disable microphone permissions for individual apps (Samsung notes) in windows.

So, I think I was able to "fix it" (who knows what the original issue is) by enabling then disabling the narrator.

Most people won't have the narrator on, so I guess that's necessary.

I'm having the same issue on both my PCs and the current proposed solution isn't working. I have 2 PCs and a Galaxy S21+ with Samsung Notes installed, but the narrator only speaks when i highlight text on Samsung Notes on my PCs. It doesn't happen on any other application on my computers and it doesn't happen on my phone. I checked the windows narrator, but its disabled and I have a different voice installed on that anyway. I checked the app and it doesn't have the microphone permission enabled, though I don't think that would affect a narrator that reads selected text anyway.
