Currently there's no option to turn off the specific notification channel when you get a notification from an app. It either turns off all the notifications or keeps all of them on. I know you can manually turn off notification channels but I do not know which channel the current notification belongs to. This is not a problem in the default behavior for stock Android.

Sounds like you either have a malicious app or some malware. I would suggest downloading Malwarebytes and see what it finds.

No, you're not understanding it. It's spam in the sense of marketing bs. Instagram and soo many other apps sends them

That sounds like it's an individual app problem not an overall Samsung problem. Furthermore, when you add an app I'm sure there is some type of terms and conditions you have to agree to that allow them to give you marketing ads. Just saying...
