Unable to share things with a family member in apps that require a Samsung account?

I have one family member that I cannot share things with in the apps that require a samsung account they either do not show up or there is a message saying "This person's email address isn't associated with a Samsung account." But it is and they can see and add Mr. The apps are SNote and SmartThings. Has anyone seen this before or know how to fix it?

@user5zNOhMmuJs Do they have Profile sharing enabled? This can be enabled in the Contacts settings.

The only setting I see there is profile picture sharing and it is on.

They have it on? In the "Share with" do they have contacts only? If so, do they have everyone in their contacts?
