Cannot login to Smartcam when on Cellular with Iphone

Can connect and gain assess to camera using smartcam app when Iphone is on WIFI.  If Iphone is on cellular service only, it will not connect.   App says cannot connect to the server, check your internet connection and try again.  I tried another iphone and got similar results.  It will not connect via cellular.  This seems to be an App issue, but not sure.  I've seen another post online with similar problem

Unfortunately, tech support was a bit abrupt and not wanting to help.  Very disappointed.
