Colour not consistent

In dark mode, the quick panel is much brighter than notifications, and it feels off. Shouldn't it be matching?

You can achieve this in Theme Park by setting the blur level to what ever you want, wherever you want. I have given the notifications blur to match the rest of the panel.

Remove night black/night screen or adjust time on/off

There is some way to turn on or off in the brightness bar. Very restricted to see the dialog pop-up to adjust
