And region limited, too. Devices ending in U/U1 can only use SIM cards/eSIMs from the United States and Puerto Rico, with eSIM transfers from the US and a limited number of European countries.
(Cross platform eSIM transfers are currently unavailable in the beta. Furthermore, travel SIMs such as Ubigi may not work correctly.)

Devices NOT ending in U/U1 can use SIMs from other carriers, but 5G support may be limited.Screenshot_20230810_203949_Call settings_1000012013_1691725190.pngScreenshot_20230810_203955_Call settings_1000012014_1691725196.png

Sim card are not region blocked. I used to have a Mexico sim card and never had issues.

I see esims could be an issue but Mint Mobile and other low budget carriers are not on that list and yet are still able to be added

What does your model number end in? U1 (USA), N (Korea), 0 (China), or B (International)?

When you mentioned Mint Mobile, this is an mobile virtual network operator (MVNO). Some MVNOs may work despite not being on this list.
(Samsung devices were region locked since 2013 with the Note 3. Fast forward to 2017, and Samsung has simplified the CSCs into a multi-CSC for the US market. This year, Samsung has once again updated its region locking policy for the US market, given the rise in unofficial region unlocking tools like Samkey. We tried adding a Ubigi eSIM on our SM-S918U1, but it failed since the phone recognized it as a foreign eSIM. The US variants do not have any Latin American CSCs except for Puerto Rico.)

Even though there is a Select Your Country/Region option in the Developer Options, it doesn't show anything. At least make United States, Canada, and Mexico appear here.Screenshot_20230810_210429_Settings_1000012026_1691726670.pngScreenshot_20230810_210622_Samsung setup wizard_1000012027_1691726782.png
