Lock screen suggestion

Can you make it so the "Time/Notification" and "Lost info" can be moved around the whole screen. 

Time and Notification and only be moved on the top 1/3 of the screen. But if I have a wallpaper I may want it moved as to not block it.

Lost info can not be moved at all.

I don't know about the bottom half because of the fingerprint scanner.
