That would probably be an all or nothing block. It would be nearly impossible to fully customize what parts of settings are allowed or blocked.
Alternatively you can just install an app locker and lock Settings with your fingerprint.
Or once Samsung's GoodLock is back, install Registar and you can hide the settings altogether. They can still be found with a search but won't be in the Settings list anymore.
