It can be with Good Lock module SoundAssistant however, this too requires Theme Park. Unfortunately, this module is not uet available for Android 13 OneUI 5 but keep checking your good Lock module news
I literally just came here to post this. Yes good lock is an option once it's updated for one UI 5 but the volume panel should just theme on its own. Going through good lock is an unnecessary step
