Okay, I can confirm Bixby is not available on the Tab A devices. It just doesn't have enough room or power to handle it. I've seen a couple of videos where someone side loaded Bixby Home via an apk but I wouldn't recommend it.
I have a Tab A that I use as a backup controller for my band's Soundcraft Ui24r digital mixer. I will check to be certain, but I'm pretty Bixby isn't available on it because the Tab A doesn't have enough memory or processor to handle it.
