The Beta is for testing, they don't do every single model. They got enough Beta testers, and now the rest of us just have to wait. The problem is that some people look at the Beta program as the way to get an update early, then we see so many of them in the Beta boards complaining about issues. Samsung doesn't want or need everyone downloading it, they just need a select group for testing purposes, and it's much easier to contain it within 1 or 2 models, vs working on a bunch of different builds for all kinds of models at the same time.

In fact, I'm pretty sure that the Galaxy Fold line is supported so you could change the device to tablet mode, just like, if Nintendo released an update for the Nintendo Switch, that for some reason could only be installed when the console is in portable mode, you could just dock the console while it's about to install the update.
