S9 Tablet Charging Issues - USB-C PD Pass-Through Hub

Hello everyone.

I've been struggling to get my S9 tablet to charge reliably for a mobile vehicle application I need it for, and I was wondering if the community could help. My setup is as follows:

-Samsung S9 Tablet

-Belkin 5in1 100W PD Pass-through USB-C Hub (85W capable) (utilized for the HDMI and USB-A outputs to a remote monitor)

-Coolgear CG-PD100C 100W USB-C PD Charger (powered by vehicle battery - 12-14V) plugged into the PD port on the Belkin

Most of the time, my setup will BARELY charge at all, and will lose battery power throughout the day (although slower than if I remove the charging cable, so it is somewhat powering the tablet). With a full tablet charge, this will last maybe a 6 hour time period before needing to be unplugged from the USB-C hub and charged directly by the CoolGear Charger (making me unable to utilize the remote monitor I need).

The charger will "fast charge" (not super fast 2.0 charge) the tablet satisfactorily when plugged directly into the tablet, and seems to charge quickly.

At other times, the system will charge well enough that the tablet will stay at 100% or only lose maybe 10-20% over a 10 or 12 hour period, which would be marginally acceptable. But this does not seem to be repeatable, and has occurred maybe 5 times in the last 30 days of use. To my knowledge, I nothing is different on those days.

I have done a lot of internet "research", and it seems that a lot of people have issues with powering tablets via USB-C hubs. Does it have to do with some proprietary Samsung software issue? A tablet setting? I've noticed with some devices, there is an option for the tablet to control a device, or the device to control the tablet -- is there some setting like that I am missing?

I have tested this hub/tablet combo with my new 65W Samsung wall charger, 45W Samsung cigarette adapter,  a 100W laptop power supply cable, and an Anker 7in1 100W pass through hub with no avail.

I've narrowed down the issue specifically to android and/or Samsung. The chargers, hubs, and cables work with other devices.

Belkin and Anker were not very helpful either. Trying to pass the buck to Samsung. 

Tried several avenues of Samsung's customer service today to get an answer, and all I get are canned answeres about "checking my cables/pins" and asking for my serial # so I can send my tablet in for repair........ I don't want that, I'd just like to speak to someone who actually knows what could be going on with my specific situation.

Any tips on getting ahold of someone with Samsung with knowledge on this topic?
