Brand new. Apps freeze, drop down freezes, home screen freezes.
I have reset, rebooted, scanned, and reported to SAM.

You may have installed a malicious app causing your problem. Boot your tablet into safe mode, which prevents any third-party software from running in the background, and see if your problem still occurs while in safe mode. If not, you will need to determine which app is causing your problem and uninstall it.
