I have the same issue. It hangs at getting account info after I choose not to migrate data from a previous device.

I was having the same issue, I happened to move the device so the screen rotated and there was a list of Google permissions waiting for me to accept. These didn't show in landscape, only in portrait and once approved the setup finished without an issue.
