Tried everything to shut my tab A1 off so I could reset it to factory settings I am at my wit's end any help thank you in advance

I would let the battery die, then charge it and follow the procedure to boot to recovery mode to factory reset.  I am unsure if the procedure is the same for tablets as it is for phones.  On phones, to force a reboot without a password, one would simultaneously hold the power and volume down keys.  This will reboot it, but you have to be really quick to switch to the volume up key when the Samsung logo appears in order to enter recovery mode.  Letting the battery die is simpler.

Turn off device, hold power and volume up button simultaneously. When you see the Samsung logo let go of buttons. You will now be in the bootloader volume buttons for scrolling, power button for ok, scroll to factory reset.
Scroll to Yes, press power button.

Cannot turn off the tablet without knowing the passcode.

Hold the power button and volume up until it powers off don’t let go until it powers down

It could take 30 seconds or longer holding the button to force it to power down

Are you holding both buttons together the whole time? You have to press them at the exact same time and hold them both. Also, make sure you are using the volume DOWN button. Volume up is for when you restart the device - you hold the power and volume up button until the logo appears on screen. As I said, easier to let the battery die.
