The Swipe for Pop-Up view can be annoying sometimes, and it is expected that when something new comes up, there will be some bugs. To use the swipe for pop up view. Go to an app, and reach for the very very end of the screen on the top right or left, past the notification panel, and keep swiping down to the bottom left a bit firmly. This will work most of the time, but sometimes you might end up opening the quick panel or if you are using the swipe gesture, you might go back instead.
