Dryer not heating up and replaced a few parts

Hi

My dryer stopped heating. I replaced the heating element along with the 2 thermostat things that attach to the tube that encloses the element. Put dryer back together and and still not heating so I took out the drum to get to the other  2 thermostat things that are down by the belt pully.  The 2 are now new too, so i put dryer back together again and still not heating. While I had it opened up I got all the dirt and lint out of the bottom and anywhere else it could be.  Upon trying every drying setting i did notice that the cooling light was on and stayed on even when i threw the breaker for 30 mins.  It still came back on when starting dryer.  Is my dryer shot? Could this be caused by power surges? I'm trying to come up with a cause.   My model # is DV40J3000ew/a2
