Model WF361BVBEWR/A2 Washer Filter Drain Does Not Completely Drain

I regularly drain the filter using the filter drain hose, then I clean the filter and housing. Before I can finish, more water enters the drain.  I set a jar under the drain hose and every few seconds, water drains out.  I let it drain for over an hour and water keeps coming out.

Even if I drain the filter after every wash and then let it sit for a week, the water that the washer is storing somewhere gets stagnant and starts to smell.

Where is the water coming from?  Why does it drain every few seconds instead of all at once?  What can I do about it?
