First off they stopped 3G. Second that isn't a Samsung thing it's a carrier thing. Your new phone supports 4G LTE and 5G. The S7 should have LTE so it should work

Still they should have installed their own before they had the phones given to you. Schools do it for their computers. They tell the company what they want and before they are sent out put it on there. If a company wants that much control over their people that's a bit much. Updates are up to the carrier the moment you put your sim card in. You can download smart switch to your computer and download updates that way. But both Samsung, your carrier, and everyone here will tell you updates are carrier dependant
