Also same here, no voicemail notifications ever, SM-S737TL Galaxy J7 Sky Pro from family mobile. Never worked from new, spent a couple hours on the phone with carrier tech support. They finally blamed it on my SIM card. After I had a new card activated and put it in my phone, the test voicemail I had left myself popped up as soon as I turned the phone on. Then a few minutes later a few updates came thru. I saw pop ups that network settings were automatically updated, and right after that voicemail notifications were not working again. This must be some kind of incompatibility between the network and the phone software and since it seems to happen with multiple different carriers, the common denominator here is Samsung. They should step up and fix the problem. It is clearly a widespread issue, and voicemail is a basic necessity with any phone user.

My J7 had same problem after oreo update, Samsung apps wouldn't download from Galaxy Apps and error message said "Samsung account already exists on this device." I removed the Samsung account (Settings>Cloud and accounts>Accounts) then select your Samsung account and on the menu in top right corner select remove account. You won't lose anything on your phone. Then open Galaxy apps and sign in with your Samsung account again. Then apps will update like normal.
