Only some Galaxy s20 series are getting the ui 3.1 update because for the phone thats locked to the carriers like AT&T, Verizon, T-Mobile need to go through optimization to make sure that their services are capable with the update.

Open Members app ... tap Benefits tab ... scroll down till you see the Beta entry, tap it Remember, you have to have an Unlocked device in the US, or with a carrier that allows the Beta... I signed up almost two weeks ago... and I just got to download the Beta 15 minutes ago ... you may not get the update immediately after signing up

Updates are sent out through Carriers. Once The update is ready through Samsung, Samsung will send the update out to your carrier. Then your carrier will make the small changes that it needs to. Once your carrier is ready, they will send out the update in waves to multiple devices at a time. You can always try restarting your device to see if the update shows up in your settings. You can always also reach out to your carrier and see if they have a timeframe as to when they will be sending out the update. I hope this helps!
